Climate Change Bill

Drought in Burkina Faso happens ever more frequently. In 2005 millions faced food shortages as a result.

The UK is the first country to introduce a law to cut carbon emissions, but there’s a real danger that the law won’t be tough enough to get our emissions under control. Tearfund is campaigning for a tougher Bill, along with other members of the Stop Climate Chaos coalition.

Poor communities are already suffering the effects of our past and current emissions - we need to do all we can now to protect their future.

The government consultation on the draft Climate Change Bill closed on 12 June - many thanks to all those who wrote a letter to David Miliband.  

Over the past few months, three Parliamentary committees have examined the draft Bill and reported to government. To read a summary of the findings made by these committees and to find out whether they have come out in support of Tearfund's demands click here.

The Bill will now be re-written before it goes through Parliament in the autumn, when there will be lots more campaigning opportunities.

What do we want? 
  • A 2°C rise in temperature is recognised as a worldwide danger limit: anything beyond this and the impact of climate change will be a whole lot worse. The new law must explicitly commit the UK to our fair share of the massive global effort needed to keep temperature rises within 2°C. The Bill provides for 60 per cent emission cuts on 1990 levels by 2050, but the latest science tells us we need 80 per cent carbon dioxide cuts by 2050 to play our part in keeping things below 2°C.
  • International aviation and shipping aren't included in reduction targets. It is vital that they are. Aviation is one of the fastest growing sources of emissions.
  • The law sets incremental five-year carbon budgets, but this gives plenty of opportunity to blame a previous government, or pass the buck to the next one. Year on year milestones for carbon dioxide reductions must be included in the new law if it's going to work.
  • The world's poorest communities in the most vulnerable environments will be hit hardest by climate chaos, despite having had the least to do with causing it. The new law must allow for reporting on the UK's adaptation work overseas, and it must commit extra aid to enable poor communities to adapt.
