Why Tearfund supports the Climate and Nature (CAN) Bill

Communities living in poverty are hit hardest by the climate and nature crises

The climate crisis poses a life-threatening challenge to all of us, but particularly to the communities who are least responsible for it – people who live in poverty in low- and middle-income countries, our global neighbours. At its heart, the climate issue is a justice issue.

We want to speak up alongside many of the communities we serve to tackle the worsening effects of climate change and protect God’s creation together.

While the Climate and Nature (CAN) Bill is a proposed UK law, it provides a pathway for the UK to meet international commitments on climate and nature, and support global communities suffering from the impacts of climate breakdown.

The CAN Bill is a joined-up, science-led plan for climate and nature

We support the CAN Bill because it helps make sure that the UK reduces its climate impact and protects a natural world where everyone can thrive. It is about the UK government taking responsibility for our part in the global climate crisis.

The CAN Bill is vital to the UK reaching our 2030 climate targets under the Paris Agreement, as well as:

  • addressing the nature crisis by protecting and restoring vital ecosystems
  • taking responsibility for our overseas emissions
  • ensuring no one is left behind in tackling the climate and nature crises, especially those living in poverty

The UK Climate Change Act of 2008 was a historic piece of legislation which led the way around the world; we can do this again with the CAN bill!

Why are our existing climate laws not enough?

While we already have laws to protect our climate and the natural world, they often separate the two crises and fall short of locking in our commitments.

The UK government’s clean energy by 2030 mission is very welcome, along with the commitments on reducing carbon emissions and strong signs of climate leadership that the Prime Minister made at COP29 (the annual UN climate conference). But as almost 1,200 leading scientists have pointed out, we face intertwined crises — climate and nature — and without the CAN Bill's 'umbrella framework' to integrate existing climate and nature plans, we may fail to tackle either crisis sufficiently — and we also risk making each one worse.

The CAN Bill offers an evidence-led statutory framework that follows the best-available science; integrates the UK's climate and nature policies; and locks into law the UK's international climate and biodiversity obligations. It also offers an opportunity for the UK government to act on their commitment to be climate leaders on behalf of our global neighbours.

While the CAN bill already has strong cross-party support, 102 MPs must attend the second reading in parliament on Friday 24 January and vote for the bill to secure its progress into law.

Put simply, we need your MP to show up for all those communities who are affected by the climate crisis.
